Shannon is a seasoned labor and employment attorney whose practice focuses exclusively on conducting workplace and campus investigations throughout California.
Shannon is an Association of Workplace Investigators (AWI) certificate holder (AWI-CH). She has extensive experience in both the private and public sectors conducting complex and sensitive investigations, including those involving high-level executives, elected officials, members of the public, and multiple complainants and respondents. She regularly investigates claims of harassment, discrimination, retaliation, theft, fraud, embezzlement, whistleblower claims, threats of violence, and other forms of alleged misconduct. Shannon frequently conducts investigations under the Public Safety Officers Procedural Bill of Rights Act and the Firefighters Procedural Bill of Rights Act.
Shannon also conducts investigations across all levels of educational institutions, and has experience investigating Title IX sexual misconduct claims involving issues of incapacity and the inability to consent. She holds certifications from the Association of Title IX Administrators (ATIXA) and T9 Mastered, and is trained in trauma-informed forensic interviewing techniques.
In addition to serving as an impartial investigator, Shannon previously advised and represented public and private employers in a range of labor and employment matters, including in unfair labor practice proceedings, litigation involving claims of discrimination, harassment, retaliation and wrongful termination, and corporate compliance issues throughout the United States and Canada. Her clients have included cities, counties, universities, health systems, and Fortune 100 and Fortune 500 companies.
Shannon is an active member of AWI and currently serves on the AWI Training Institute Committee. She volunteers as faculty for the AWI Training Institute and as a presenter for AWI's Basics Seminar Series. Shannon also serves on the Advisory Committee for Capital Pro Bono. Capital Pro Bono's Advisory Committee is comprised of attorneys committed to advancing the interests of pro bono legal services on behalf of the low-income populations of Sacramento and surrounding counties. Shannon has provided pro bono services through Capital Pro Bono's Employment Law Clinic, directly representing workers during administrative proceedings. In recognition for her dedication to pro bono work, Shannon was awarded the State Bar of California's Wiley W. Manuel Certificate for Pro Bono Legal Services.
Shannon received her Juris Doctor from the University of California, Davis School of Law, where she served as Editor-in-Chief of Environs, Environmental Law and Policy Journal, and earned the Public Service Law Certificate as a result of her public service work during law school.
